ID rule to start Monday at border

ENTERING U.S.: New requirement expected eventually to make crossings easier

ALEXANDRIA BAY — Remember to bring your passport.
Starting Monday, travelers crossing the border will be required to present a Western Hemisphere Travel Initiative document — passports, enhanced driver's licenses or trusted traveler cards — when entering the U.S. by land and sea from Canada, Mexico, the Caribbean and Bermuda.
W. Howard Kelly, director of the Capital Corridor Trade and Tourism Initiative, said the new requirements are backed by new technology that will facilitate border crossings instead of hampering them.
"It will, over time, expedite crossings," Mr. Kelly said. "It'll be a good thing for the Thousand Islands region in general."
Most WHTI-compliant documents contain a radio frequency identification chip that broadcasts a specific number and allows border control personnel to access records stored in government databases. Personal information is not stored on the chip.
The document requirements are based on recommendations made by the 9/11 Commission. Congress passed those recommendations into law as part of the Intelligence Reform and Terrorism Prevention Act of 2004.
Stepped-up air travel requirements under the initiative went into effect in January 2007.
In spite of concerns raised by some elected officials and regional tourism groups, Mr. Kelly insisted the new requirements are not likely to discourage Canadian tourists from coming to the Thousand Islands region. About 80 to 85 percent of travelers crossing the border in Alexandria Bay carried proper documents, Mr. Kelly said.
"We believe it will be a very seamless transaction," said Kevin A. Corsaro, U.S. Customs and Border Protection spokesman. "Nationwide, about 80 percent of travelers already have WHTI-complaint documents."
He said Customs does not expect major delays at the border because of the new requirements.
"The WHTI-compliant documents are machine readable," Mr. Corsaro said. "Eventually, that would facilitate traffic."
The readers would save the Customs officer the time and effort to type in every traveler's information by hand. Mr. Corsaro said about 85 percent of the 39 major ports in the U.S. now have special radio-chip readers.
He also said travelers now abroad and without WHTI compliant documents should not panic.
"Customs officers won't just tell travelers to go back," he said. "However, an individual could be referred to a secondary officer to identify their citizenship."
Also, there are exceptions to the new regulations. Children under age 16 need only a birth certificate.
Groups of children under age 19 arriving by land or sea from abroad and traveling with a school, religious group, social or cultural organization or sports team also may enter the U.S. with a birth certificate as proof of citizenship.
WHTI-compliant documents also include passport cards, which are valid for travel by land and sea, and trusted-traveler program cards, including NEXUS, SENTRI or FAST cards.

Swift Canoe will have a fleet of demo kayaks and canoes at Sugar Island on Wednesday, July 30, 2008.  This is a great chance to try out Swift's line.  Please bring your own paddle and pfd.

Q. Will anyone be refused admittance or arrested for failing to have proper documentation when returning to the United States? A. The short answer is no.

U.S. citizens lacking proper paperwork will receive a brief explanation of what is needed to be compliant with the law, along with the tearsheet now being distributed.

“You will not be refused entry,” Corsaro said Wednesday, describing this new era of travel as an educational period that will continue until at least June 2009, when the government hopes to have a few standard forms of identification in place — in addition to the passport.

Q. What types of documents are needed?

A. Proof of citizenship, such a birth certificate and government- issued photo identification for anyone older than 19. Q. What about children?

A. Children 18 and younger will need proof of citizenship, but no photo ID. If they are traveling without parents, their temporary guardian will need a signed letter granting permission to travel from the mother or father.

Q. Does the birth certificate need to be an original or certified copy with the raised seal of the municipality?

A. No, it can be a photocopy. Q. Who issues birth certificates?

A. The vital statistics office in the municipality where the individual was born.

Q. What kind of government- issued photo identification is acceptable?

A. A driver’s license is the most typical form used, but for those who do not drive, there are other official types of photo identification, such as a collegeidentification card or military ID card. Nondriver’s license photo ID can also be obtained at Department of Motor Vehicles branches. “Keep in mind we’ll still be talking to every traveler,” Corsaro said.

Q. Is there a single document that fulfills the increased paperwork requirement?

A. Yes, a passport. That includes a photograph and establishes citizenship. In the spring, passport cards, about the size of a bank card, will be available at a cheaper price than the larger regular passport. The cost of the passport card is $20 for those who already own a passport and $45 for those who don’t.

Q. What about enhanced New York State driver’s licenses?

A. They, too, will be acceptable as a single document to prove citizenship and identity. The state plans to begin making them available, possibly by next summer, at a yet-to-be-determined higher price than the regular driver’s license.

Q. What about the fast pass known as NEXUS?

A. That also performs double duty to prove citizenship and identification.

Q. With the increased paperwork, will there be longer waits at the international spans connecting the United States and Canada?

A. Border officials say no. “Most people already are prepared to present documents,” Corsaro said, adding that his officers are mindful of the need to keep trade and tourism flowing.

Q. What about individuals who already are required to present a U.S. visa to enter the United States?

A. Those requirements will remain in effect and will not be altered by the ongoing changes.

Sunday, July 29, 6 pm the Honkey Tonk Band will be back playing great music at Headquarters! This is Opening Day 6 - 8 pm. We all enjoyed their music last year and they called and told us that they wanted to come back! Even the doctor on Squaw enjoyed their music.
